Minimum Requirements:
- Matric/Grade 12, NQF level 4 plus a Financial qualification at NQF level 6 or a Degree at NQF level 7
- Basic proficiency in MS Office Suite
- Proficiency in English (reading and writing)
- Ability to work extended hours as required
- Enrollment confirmation letter from the educational institution
- Only residents of the City of Johannesburg will be considered.
Primary Function:
Assist in the budget process and financial planning, revenue management, expenditure management, assets and liability management, and procurement processes in compliance with the Municipal Finance Management Act (MFMA), Treasury Regulations, and other related Finance policies.
Key Learning Areas:
- Ensure that budget preparations and resource allocations align with CoJ priorities, and that Housing business plans comply with the MFMA and related regulations.
- Maximize revenue collection and minimize outstanding debtor accounts to ensure adequate resources for maintaining rental units. Safeguard the assets of the City of Johannesburg in accordance with MFMA and related GRAP standards.
- Participate in the procurement process for service delivery in compliance with MFMA, Treasury Regulations, and CoJ-approved Supply Chain Management (SCM) policies.
- Assist in achieving effective and efficient expenditure management in compliance with MFMA and CoJ policies, and work towards reducing or eliminating unauthorized, irregular, fruitless, and wasteful expenditure.
- Assist in complying with CoJ year-end processes in pursuit of obtaining a clean audit.
- Facilitate internal communications, documentation flow, approvals, and provide information in response to inquiries or queries to improve overall service delivery.
